That conviction of European culpability was hardened when Britain went o= the gold standard in 1931 in order to supplement its dwindling gold supply with other assets as backing for the nation’s currency. Hoover always subscribed to what his banker ally, Thomas Lamont, called the “old-fashioned religion” of the gold standard as an indispensable safeguard against monetary chaos. A corollary of that orthodoxy was belief in a balanced budget, which enabled the government to support its expenditures with gold-backed revenues.

Could such a state, however activist, legitimately get beyond the suggestion and encouragement of means to be itself responsible for the attainment of inspiring ends? Hoover was able to leave these questions hanging until the needs of the Depression forced the issue. Then his grudging willingness to use state power only as a last resort left him anxious, exhausted, and alienated from the public and his ebullient successor, Franklin Roosevelt, who sought action less fettered by old principles. Hoover’s strong record of public service, then, was progressive, but in nineteenth-century Whig terms of encouraging free enterprise autonomy that were uneasily out of step with the twentieth-century movement of progressive thought toward reliance on government to advance the common good.

Voluntary associations of producers, Hoover believed, could best achieve a rational balance between supply and demand and an allied harmony with the state at all levels. A network of state and local committees sprang up to solidify his corporatist faith by persuading employers to create jobs and government o;cials to provide community support. Throughout the rest of the decade hundreds of conferences and committees studied problems of organization, e;ciency, and welfare and were greeted with a steady rise in prosperity, which led to the assumption that the high-energy e=orts at what came to be called “associationalism” proved Hoover’s case.
